OnJanuary18,2017,PresidentXiJinpingdeliveredaspeechtitled“WorkTogethertoBuildaCommunityofSharedFutureforMankind”attheUnitedNationsheadquartersinGeneva.Inresponsetohumandevelopmentissues,heputforwardChinesepropositionsofbuildingacommunitywithasharedfutureformankindandachievingsharedandwin-windevelopment.China’spropositionsnotonlyembodiedtheessenceofChineseculturebutalsohighlightedChina’speople-orientedglobalgovernanceidea.After4years,thevisionhasshownprofoundforesightandsagacity.EspeciallyduringtheCOVID-19pandemic,buildingaglobalcommunityofhealthforallhasbecomethemainthemeoftheinternationalcommunity’sjointfightagainstthepandemic,andChinahasbecomeacustodianofglobalpublichealth.BuildingaglobalcommunityofhealthforallisatthecoreofChina’spropositions,aswellasatheoreticalinnovationinglobalhealthgovernanceinthenewera.Itisbuiltoncommoninterests,interdependency,andsustainabledevelopmentoftheinternationalcommunity.Inthefaceofthepandemic,allcountriesmustworktogetherandembedtheideaofbuildingacommunitywithasharedfutureformankindintheirdiplomacyandpracticestoprotecttheEarth.Astheworld’ssecond-largesteconomy,Chinashareswealandwoewithallothercountriesinglobalhealthsecurity.China’sdevelopmenthasbeenlinkedwiththerestoftheworld.Thepropositionofbuildingaglobalcommunityofhealthforallisnotaquickfix,butalong-termplanproposedbyChinatoachievesustainabledevelopmentandensureglobalhealth.Moreover,China’svisionofbuildingacommunitywithasharedfutureformankindpavesthepathforbuildingaglobalcommunityofhealthforall.Virusknowsnoborders.Thestrongestcountrycannotdefeatthevirusallonitsown.Multilateralcooperationistheonlywaytopreventandcontroltheglobalpandemic,andtheonlywaytobuildacommunitywithasharedfutureformankind.PresidentXiemphasizedthatmultilateralismisaneffectivewaytomaintainpeaceandpromotedevelopment.Wemustupholdmultilateralismandensuretheauthorityandeffectivenessofthemultilateralsystem.InJune2020,PresidentXimetwiththePresidentoftheEuropeanCouncilandthePresidentoftheEuropeanCommissionviavideolink.Heemphasizedthatnomatterhowtheinternationalsituationevolves,Chinawilltakethesideofmultilateralism.ThisfullyshowsthatmultilateralismhasbecomeChina’sguidingprincipleinbuildingacommunityofhealthandasharedfutureformankind.Topracticemultilateralism,internationalorganizationsshouldleveragetheirpositiveinfluencesandplaytheirroles.PresidentXipointedoutinhisspeechin2017inGenevathatepidemicssuchasbirdflu,Ebola,andZikahavesoundedthealarmforinternationalhealthsecurity.TheWHOshouldplayaleadershiproleinstrengtheningepidemicmonitoringandinformationsharing,practicesandtechnologies.SincetheCOVID-19pandemicbrokeout,ChinahasrepeatedlyemphasizedtheimportanceofWHOleadershipinglobalepidemicpreventionandcontrol,andalsothefunctionofmultilateralcooperationmechanismssuchasG20,APEC,BRICs,andShanghaiCooperationOrganization.China’spropositionsdemonstrateChina’sresponsibleactivistroleinglobalgovernance.Inthespeech,PresidentXiquotedanoldChinesesaying,“greatvisionscanberealizedonlythroughactions.”Tobuildacommunityofasharedfutureformankind,thekeyliesinaction.ChinasupportsthedevelopmentofnewmultilateralfinancialinstitutionssuchasAIIB,providingmorepublicproductstotheinternationalcommunity.Inthefieldofglobalhealthgovernance,Chinaactivelyprovidespublichealthproducts,turningvisionintopractice.PresidentXi’sspeechatthePalaceofNationsinGenevaprovidedanswersto“whathashappenedtotheworldandhowshouldwerespond?”ThepropositionsnotonlyconveyChina’spursuitofbuildingabetterworld,butalsofullyshowitssenseofresponsibilityforprotectingpeople’slivelihoodsandrights.Attheopeningceremonyofthe73rdWorldHealthAssemblyvideconference,PresidentXicalledonustojoinhandstoprotectthelivesandhealthofpeopleofallcountriesandtobuildaglobalcommunityofhealthforall.ThisisatimelymovebyChina,andalsoatheoreticalinnovationforhumandevelopment.ContributedbyJiyongJin,ShanghaiInternationalStudiesUniversity,DepartmentofInternationalRelationsandPublicAffairsTranslatedbyRenMeiqi
