WangYitalksaboutfivecertaintiesChinacanprovideregardingprospectsofChina-USrelations_GuangmingOnlineWangYitalksaboutfivecertaintiesChinacanprovideregardingprospectsofChina-USrelationsWangYitalkingaboutfivecertaintiesChinacanprovideduringanexchangewithrepresentativesoftheNationalCommitteeonUS-ChinaRelations,theUS-ChinaBusinessCouncilandtheUSChamberofCommerceinNewYork,theUnitedStates,Sept.19,2022.StateCouncilorandForeignMinisterWangYihadanexchangewithrepresentativesoftheNationalCommitteeonUS-ChinaRelations,theUS-ChinaBusinessCouncilandtheUSChamberofCommerceinNewYork,theUnitedStates,Sept.19,2022.WangYipointedoutthatthisyearmarksthe50thanniversaryofPresidentRichardNixon’svisittoChinaandtheShanghaiCommuniqué.Itisanimportantyeartotakestockofthepastandcarryonfromanewstartingpoint.ButonemayfindlesscertaintyandmoreuncertaintyintheprospectsofChina-USrelations.Inthatcontext,WangYitalkedaboutthefivecertaintiesChinacanprovide.First,China’sdevelopmentprospectsarecertain.Theupcoming20thNationalCongressoftheCommunistPartyofChinawilllayouttheblueprintandtheobjectivesofChina’sfuturedevelopment.AmodernizedChinawithmorethan1.4billionpeopleapproachingcommonprosperitywillcreatebiggermarketsanddevelopmentopportunitiesfortheUSandothercountries.Second,China’sresolvetofurtheradvancereformandopening-upiscertain.Chinawillcontinuetodeepenreformandopenevenwider,fosteranewsystemofopening-upofhigherstandards,buildanopenworldeconomyandcontinuetoadvanceeconomicglobalization.Third,China’spolicytowardtheUSiscertain.PresidentXiJinpingputforwardthethreeprinciplesofmutualrespect,peacefulcoexistenceandwin-wincooperationindevelopingChina-USrelations.PresidentJoeBidenhasreiteratedthe“fivenoes”commitment(i.e.theUSdoesnotseekanewColdWarwithChina,thatitdoesnotaimtochangeChina’ssystem,thattherevitalizationofitsalliancesisnottargetedatChina,thatitdoesnotsupport“Taiwanindependence”,andthatithasnointentiontoseekaconflictwithChina)onmanyoccasions.ThemostcriticalthingnowisfortheUStoadoptarationalandpracticalpolicytowardChinasoonerratherthanlater.Fourth,China’scommitmenttocloserbilateraltradeandeconomiccooperationiscertain.ChinawelcomesUSbusinessoperationsinChinaandwillcontinuetoprovideamarket-oriented,world-classbusinessenvironmentgovernedbyasoundlegalframework.Weneedtohavemore,notless,economicandtradeinteractionsbetweenChinaandtheUS.Weneedto“joinhands”witheachotherinsteadof“lettinggo”ofeachother’shands.Weneedtoremovebarriers,notbuildupwalls.Weneeddialogueandconsultation,notconfrontationorcoercion,whenitcomestoeachother’sconcerns.Fifth,China’sreadinesstoengageinmultilateralconsultationwiththeUSiscertain.HistoryhasprovenandwillcontinuetoprovethatwhenChinaandtheUScooperate,thetwosidescanaccomplishmanybigthingsthataregoodforthetwocountriesandfortheworld.Forthattohappen,itisvitaltoprotectthepoliticalfoundationforChina-USrelationsandinparticular,upholdtheone-Chinaprinciple.WangYistressedthatChina-USrelationsbearonthefutureofthetwocountriesandthepeaceandstabilityoftheworld.Thetwosidesneedtoworktogethertofindawayforthetwomajorcountrieswithdifferentsocialsystems,historiesandculturestogetalong.WhenmeetingwithformerUSSecretaryofStateDr.HenryKissinger,WangYisaidthatthisyearmarksthe50thanniversaryofPresidentRichardNixon’svisittoChinaandtheissuanceoftheShanghaiCommuniqué.ChinaandtheUSshouldearnestlytakestockoftheusefulexperienceinthe50yearsofexchanges.China’spolicytowardtheUSremainsconsistentandstable.TheUS,outofawrongperceptionofChina,insistsonviewingChinaasitsprimaryrivalandalong-termchallenge.SomepeopleevendescribedstoriesofthesuccessofChina-USexchangesasfailures.Thisisalackofrespectforbothhistoryandthesepeoplethemselves.TheUSneedstoadoptarationalandpracticalpolicytowardChina,returntotherighttrackofthethreeChina-USjointcommuniqués,andsafeguardthepoliticalfoundationofChina-USrelations.WangYistressedthatthepressingtaskistoproperlymanagetheTaiwanquestion;otherwise,itwouldhaveadisruptiveimpactonChina-USrelations.AChinesesayinggoestotheeffectthat“Todefendevenaninchofland,acountrywillnothesitatetosacrificethousandsoftroops.”ThesayingreflectsthewillandresolveoftheChinesepeople.IftheAnti-SecessionLawisviolated,Chinawillsurelytakefirmactioninaccordancewiththelawtosafeguardnationalsovereigntyandterritorialintegrity.WangYistressedthattomaintainpeaceandstabilityacrosstheTaiwanStrait,theUSmustreturntothetruemeaningoftheone-Chinaprinciple,andunequivocallyopposeandcurb“Taiwanindependence”activities.TheUSparticipantssaidthatastheworld’stwolargesteconomiesthatareinterdependent,ifChinaandtheUScanmanagetheirbilateralrelationswell,reduceimpedimentsandnegativefactorsandjointlyrespondtoclimatechange,publichealthandfoodandenergysecuritychallenges,peopleofbothcountriesandtheworldatlargewillenjoymorebenefits.Thetwosidesneedtoworkinacooperativespiritandintherightdirectionandkeephavingconstructiveandproductivedialoguesatvariouslevels.Smallstepscanbuildintomajorprogress.Theleveloftrustwillalsogrow.Thiswillcontributetoworldpeace,stabilityandprosperity.Source:MinistryofForeignAffairsofthePeople'sR
